Lossless, but from an already-lossy source

PNG adds no compression loss, so nothing degrades in the conversion. It also cannot recover what HEVC discarded when the iPhone first saved the photo — the result is an exact copy of a lossy image. The size change surprises people: a 2 MB HEIC routinely becomes a 10–20 MB PNG, because PNG's lossless compression has almost nothing to work with on photographic noise. That is normal and not a setting you can tune. One practical note — EXIF is preserved on JPG output only, so a PNG conversion will not carry the capture date, camera or GPS.

PNG or JPG for an iPhone photo?

Choose PNG when the next step is work on the image: compositing, background removal, annotation, or anything you will save repeatedly. Choose JPG when the next step is sending it — sharing, uploading, printing — where it will be roughly a tenth the size and visually indistinguishable, and where the capture metadata survives. If you are converting an iPhone camera roll for storage rather than for editing, JPG is almost always the one you want.
